-able while Inspector Gidley was detached for duty with His Excel- lency the Governor, and when he returned I thought it better for him to be employed generally in detection of crime than in this

particular duty seeing that there is an Inspector under the

Registrar-General looking after it.

P. C. Shepherd has been usefully employed.

Be was recommended to me to fill a vacancy in March last. Substi-

tutes for these two can be got if it is thought advisable. I

think it is not at present.

Chinese Land Police.

The keeping of a candidates book has been

given up so long that I cannot find anyone who can tell me when

it was discontinued.

My experience of candidates lists is that

it is of little value where natives are concerned as it is very

difficult to find them when their turn comes and then they are

often otherwise employed.

Things are not so bad as they seem for we

are seldom below our strength. The difficulty is in getting men

to pass the doctor.

The quality of the recruits is another

matter. It may be improved by the increased pay suggested. But

the recruits in this branch always have been the trouble, and

always will be just as is the case with Malays. They will go

home and elsewhere to see their friends. They will smoke, sit

down and sleep when on duty, but they are necessary and the sur-

vivals are very useful. The figures given for casualties shew an

improvement. In 1901 97 + 55 = 152, in 1902 58 + 89 = 127, in

1903 28 + 44 = 70 or for the year at this rate 35+ 59 = 94.

Security would be unsafe if it can be ob-

tained but this should be left to the Captain Superintendent of Police
